All firearms applications for residents of the Borough of Little Silver are handled through the Police Department. If you need guidance with the application process or have questions, please call 732-747-5900. In order to obtain a firearm, you must meet eligibility requirements and comply with the statutes which govern firearms purchases in the State of New Jersey. Firearms Application Process and Requirements
The process begins with making application for a Firearms Purchaser Identification Card and/or Handgun Purchase Permit (STS 033). Please note your references and your employer will be contacted. You must also complete a Consent for Mental Health Records Search. Finally, you will need to be fingerprinted. Fingerprinting is done through IdentoG-MorphoTrust USA. See below for details. Applicants should anticipate the process taking approximately ten to twelve weeks from the date of our receipt of your Application and supporting documents. Incomplete or missing information may delay the process, as will the failure of your references and/or employer to respond in a timely manner. These forms can be obtained from the Little Silver Police Department or online at www.NJSP.org. The forms are in a PDF format so you can fill them out online, print and sign them.
If you are obtaining a Firearms Purchaser Identification Card for the first time, you must submit the following:
1. Photocopy of driver's license with photo
2. Form STS-33 in duplicate
This is the dual Application form for the Firearms Purchaser Identification Card and the Permit to Purchase a Handgun. This extensive questionnaire-type form is where you will provide the names and addresses of two reputable persons with whom you are presently acquainted but not related to. Please note that these references and your employer will be contacted. If you plan to purchase a handgun, you must also enter the number of permits (limit 3) for which you are applying. Handgun permits are initially valid for ninety days and may be renewed for an additional ninety days. Please note that only one handgun shall be purchased within any 30-day period. Unless an exemption is authorized. (N.J.S.A. 2C:58-3.i).
3. Form SP-66
This form is the Consent for Mental Health Records Search which allows authorities to look into whether you were ever institutionalized for mental illness. This will be faxed to the Adjuster of Monmouth County for processing. Your signature can be witnessed at the Police Department if necessary.
4. Idento G- New Jersey Universal Fingerprint Form
Please complete the top portion of the form. You will need an identifying number (Contributor's Case #) from the Little Silver Police Department on your form prior to being fingerprinted. You must have an appointment at the fingerprinting facility. You can call or go online to make your appointment with IdentoG-MorphoTrust USA (contact information is on the form). You will be required to pay $55.45 at the time of scheduling and payment may be made with a credit card, e-check from your checking account or a money order. You are to return this form, with the receipt attached, back to the Little Silver Police Department upon completion of your fingerprinting. You can drop off anytime to the Dispatch Desk at the Police Department.
5. $5.00 Application Fee for the Firearms ID card
This fee is payable to the Borough of Little Silver and may be either a check or money order or exact cash. This is a one-time fee. Your ID card is good for as long as you remain eligible to own a firearm in the state of New Jersey.
6. $2.00 for each handgun permit. This fee is payable to the Borough of Little Silver by check, money order or exact cash. You can combine this fee(s) with the Application Fee.
Note: You will need one permit for each handgun you wish to purchase.
If you already possess a Firearms ID card and are applying for a Permit to Purchase a Handgun, you must submit the following:
1. Form STS-33 - Application (in duplicate) (see #2 above)
Check the box at the top of the form to indicate that you are applying to purchase a handgun and enter the number of permits you are seeking.
2. Form SP-66 - Consent for Mental Health Records Search which allows authorities to check and see if you were ever institutionalized for a mental illness. This form will be faxed to the Adjuster of Monmouth County for processing.
3. Criminal History Record Information form
In lieu of being fingerprinted, you may be required to submit a Request for Criminal History Record Information (Form SBI 212A). This will be determined by the length of time between applications. Instructions on completing Form 212A are below . This form is submitted via the Internet by the applicant, together with a fee of $20.00.
You will need one permit for each handgun you wish to purchase. The fee is $2.00 per permit. This is payable to the Borough of Little Silver by check or money order. You must enter the number of permits (limit 3) for which you are applying on the Application (STS-33). Handgun permits are initially valid for ninety days and may be renewed for an additional ninety days. Please note that only one handgun shall be purchased within any 30-day period. Unless an exemption is authorized. (N.J.S.A. 2C:58-3.i).
If application is for a name change or change of address on a Firearms ID card, proof of new name or address will be required along with #s 1 - 3 above.

Upon completion of the form, the applicant will receive an email confirmation and receipt that will include a confirmation number.
